The National Day of Russia - June 12 th, is a special date in the modern history of our country. In June 12, 1990, the Declaration of State Sovereignty was proclaimed. Since that time the Russian Federation has begun a new history of democratic state, based on the principles of civil liberties, the rule of law and market economy. Over the past 27 years large-scale reforms in the political, economic and social spheres have been carried out in our country that contributed to profound transformations in various fields, improving the lives of our peoples, and strengthening Russia's international positions.

 

Our country is a world power located on the Eurasian continent and building relations in parallel with the West and with the East. Accomplishing this task, we cannot ignore the objective tendencies of modern global development, which show that the role of the Asia-Pacific region as a "locomotive" of world politics and economy is steadily increasing. That is why the Asian direction of our foreign policy is intensifying. Russia has consistently voted not only for deepening economic integration in Asia-Pacific region, but also for building an architecture of multilateral cooperation that would ensure stability and sustainable development.

 

We have plenty of projects to offer our partners in Asia-Pacific Region for solving energy, transportation, scientific, technological, environmental problems, ensuring regional military and political stability, expanding cooperation in the field of emergency response and effectively combating international terrorism.

One of the most important partners of Russia in Asia-Pacific is the Republic of Korea. I would like to note that despite difficult political and economic situation in the world, last year was comparatively fruitful for our two States that successfully celebrated the 26th anniversary of the establishment of diplomatic relations, jointly held a series of important events that confirmed the high level of our cooperation in various fields.

 

The Russian-Korean summit held in Vladivostok in 2016, contacts at the level of the ministers of foreign affairs, governmental agencies and the Heads of legislative bodies further strengthened our partnerships and defined the guidelines for cooperation for the coming years.

The Republic of Korea is one of our major trade partners in the region. The key areas of mutually beneficial economic cooperation with South Korea are large-scale investment projects in the European part of Russia, as well as the creation of new industries in the Russian Far East with active use of advantages for foreign business within the Territories of Advanced Development and the Free Port of Vladivostok. An agreement on cooperation with the RK of the Eurasian Economic Union is also being prepared, which includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan.

 

At present, our countries actively cooperate in many fields, including peaceful exploration of outer space, petrochemistry, transport infrastructure, automotive, shipbuilding, energy and agriculture, culture, science, education and sport. We hope that the contacts and meetings will give a new impetus to bilateral cooperation during the forthcoming Second Meeting of Eurasian Parliamentary Leaders (Seoul, June 2017), St. Petersburg International Economic Forum (June 2017) and the Third Eastern Economic Forum in Vladivostok (September 2017).

The Russian Federation and the Republic of Korea are fruitfully cooperating on the world stage within the framework of the UN and other international organizations. In this regard we look forward to further joint work to resolve the urgent issues of global agenda, including those related to stabilization of the situation in Northeast Asia and the search for solutions of the nuclear problem of the Korean peninsula. Unfortunately, series of nuclear and missile tests conducted this year in the DPRK have aggravated tensions in the region. Condemning Pyongyang for them and supporting UNSCR 2270 and 2321, we believe, however, that it is not necessary to completely close the doors to dialogue with North Korea.

 

Russia is convinced that it is possible to resolve the nuclear problem of the Korean Peninsula only politically and diplomatically, refraining from concentrating in Northeast Asia under the pretext of a "North Korean threat" new types of weapons systems, including the deployment of a regional segment of US global missile defense. We are convinced that the movement towards peace and security in Northeast Asia should be carried out with active participation of all countries present in the region.

It is a great pleasure for us to note, that the majority of Korean people and especially the new President H.E. Mr. Moon Jae-in are interested in developing friendly partnership relations with the Russian Federation onthe basis of trust, mutual respect and understanding. In his recent telephone conversation with the President of the Russian Federation H.E. Mr. Vladimir V. Putin the New Head of the Republic of Korea has underlined the constructive role of Russia in the settlement of the most important problems of the Korean Peninsula and the importance of strengthening of our bilateral cooperation not only in politics, trade or economy, but also between two peoples.

Exceptionally, this year's reception to commemorate the 2017 Russia Day was held at the Seoul Millennium Hilton, not at the Russia Embassy Grand Hall held usually in recent years.

 

 

In accordance with the inauguration of new Korean President Moon Jae-in government, Russia envoy in particular stressed the constructive role of Russia in the settlement of the most important problems of the Korean Peninsula and the importance of strengthening of our bilateral cooperation not only inpolitics, trade or economy, but also between two peoples as outlined by his contribution to the NDNnews (www.ndnnews.co.kr) & The Seoulcity magazine June issue.

 

Presidential Special Envoy Song Young-gil who was on hand at the reception, delivered his remarks on behalf of Korean President Moon Jae-in as follows: "Our new President Moon Jae-in has a strong will and a great interest in and love for Russia and relations between Russia and Korea. I have a feeling that it will be very easy for you to work with our new President.", according to the facebook of the Russian Federation Embassy Seoul.

Amb. Timonin showed also keen interest in the forthcoming Second Meeting of Eurasian Parliamentary Leaders to boost parliamentary cooperations as well.
