-The participation of foreign and international observers in the elections of the President of Uzbekistan to serve in strengthening the principles of transparency and openness of the electoral process
In Uzbekistan, presidential elections will take place according to democratic
procedure on December 4, 2016.
Representatives of foreign countries and international organizations such as the
OSCE ODIHR, CIS Executive Committee, SCO, OIC, and A-WEB are invited for
observing the Presidential elections. To date, the CEC has accredited about 400
foreign and local mass media's representatives including president Shin Hyun-doo from The NDNnews (www.ndnnews.co.kr) & The Seoulcity magazine
from Korea as a representative media partner among Korean Press. For
reference, more than 80,000 local observers from public organizations, political
parties, as well as 600 international ones from the OSCE ODIHR, CIS, Shanghai
Cooperation Organization, Organization of Islamic Cooperation and Association
of World Election Bodies, as well as from a number of countries, will be
monitoring the presidential election in Uzbekistan.
According to Reuter's reporting, Uzbekistan’s interim president, Shavkat Mirziyoyev, looks set to become the Central Asian
nations second fulltime leader since independence in an election on Sunday,
facing timid opponents who have avoided any criticism of the government, allowing
Uzbek peoples to believe that Uzbekistan PM Mirziyoyev is poised to win presidential
election.
Mirziyoyev, 59, served as prime minister from 2003 under President Islam Karimov,
who died of a stroke in September having run Central Asia’s most populous nation, a former Soviet republic, with an iron fist for 27 years.
Indicating his status as the likely successor, Mirziyoyev was first named to
head a commission arranging the funeral – a nod to Sovietera political tradition –
and then appointed interim president when the senate speaker, given that
role by constitution, gave it up in Mirziyoyevs favour. However, diplomatic
and business sources predicts that Mirziyoyev is not expected to have
his predecessors absolute powers, sharing them instead with Deputy
Prime Minister Rustam Azimov and security chief Rustam Inoyatov.
The Central Election Commission of Uzbekistan allowed all four registered
political parties in the country to participate in the upcoming presidential
elections. They are the DemocraticParty of Uzbekistan "Milliy tiklanish",
Movement of Entrepreneurs and Businessmen Liberal Democratic Party
of Uzbekistan, People's Democratic Party of Uzbekistan and the Social
Democratic Party of Uzbekistan "Adolat".
Special attention is paid to the organization and holding of this important
event in the sociopolitical life of the country based on the principles
of equality, transparency and fairness.
Over the years of independence, Uzbekistan has accumulated vast experience
on preparation and holding of genuine democratic elections. In the course
of liberalization and modernization of all spheres of society, a modern
electoral system which meets the highest democratic standards, has been
established. An effective legislative framework of elections corresponding
to universally recognize international norms and principles, providing citizens
with the guarantees of freely express their will, the right of everyone to
freely elect and to be elected to the representative bodies of the state
governance has been formed.
Recommendations of international observers are taken into account in this.
One should note that Uzbekistan holds elections openly and publicly. All
materials related to the election campaign are posted on the website of the
Central Election Commission. There are Republican press center and press
centers of district election commissions. Meetings of the Central Election
Commission are held online.
